Appointment of Ms. Samallie Kiyingi to the ALSF Management Board
At its Ad hoc Meeting held on 13 October 2025, the ALSF Governing Council (“Council”) appointed Ms. Samallie Kiyingi as member of the ALSF Management Board for a three-year term effective from 24 October 2025.
Ms. Samallie Kiyingi’s is a highly accomplished business leader, whose distinguished career spans four continents and includes experience in both the public and private sectors. Until recently, Ms. Kiyingi served as Global General Counsel for Standard Chartered Corporate and Investment Bank, based in Singapore. Prior to that, she was General Counsel at the African Export-Import Bank (Afreximbank) in Cairo and held senior positions at the Deutsche Bank and Clifford Chance in London.
Recognized for her contributions to legal innovation and transformational leadership, Ms. Kiyingi has received several prestigious accolades. She was named one of the 100 Most Influential People of African Descent under 40 in 2018 as part of the United Nations Decade for People of African Descent. In 2022, she was awarded General Counsel of the Year at the I Africa Law Awards. More recently she received the Advance Global Australian Award for Professional Services in 2024.
Beyond her work in finance and law, Ms. Kiyingi is a passionate supporter of the arts. She is the Co-chair of Tate Modern’s African Art Acquisition Committee and a member of the Zeitz Museum of Contemporary African Art’s Global Council.
The ALSF’s Management Board is responsible for the efficient and effective conduct of all operations of the Facility, as well as the approval of its Budget and the appointment of its Director. The Board comprises five members of high integrity and competence, acting in their individual capacity, and are appointed by the Governing Council for a three-year, non-renewable term. The current members of the Board are Dr. Felister Saliku Kivisi, Dr. Roland Amoussou-Guenou, Prof. Dr. Christoph Kolhmeyer (Chairperson of the Board), Ms. Samallie Kiyingi and Ms. Sonia Zouaoui.
About the ALSF
An international organization hosted by the African Development Bank since 2008, the ALSF assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity building tools in the key sectors of infrastructure and public-private partnerships, energy, natural resources and extractive industries, as well as on sovereign debt and creditor disputes.
