The ALSF appoints Mr. Alassane BA as Senior Resource Mobilization Advisor

Abidjan, Côte d'Ivoire, XX November 2025- The African Legal Support Facility ("ALSF" or "the Facility") is pleased to announce the appointment of Mr. Alassane BA as Senior Advisor for Resource Mobilization within the Facility.

At its ad hoc meeting held on 20 October 2025, the Management Board of the Facility approved the recruitment of Mr. Alassane BA as Senior Advisor for Resource Mobilization within the ALSF.

This appointment supports the implementation of ALSF’s financial sovereignty strategy, which aims to strengthen the financial stability of the Facility in order to respond to Africa's development challenges.

Mr. BA is a graduate of the University of Dakar in Economics, holds a Postgraduate Diploma. her Diploma in Banking Management (Paris I Sorbonne) and is certified in M&A (Columbia Business School).

With more than 30 years of experience in development finance, Mr. BA is an excellent financial expert who has successfully distinguished himself in the development of Africa, through several strategic positions within major African institutions (Rwanda Development Bank as Senior Advisor; Chief Adviser at the African Development Bank).

His internationally recognized leadership has enabled him to hold leading positions, such as Director of Shelter Afrique, and Acting Director General of the Africa50 Infrastructure Fund where he has mobilized more than USD 220 million for structuring projects.

His expertise in development finance has earned him a seat on several boards of directors of major institutions (Oragroup Banking Holding, Abidjan International Airport, Polyclinique Internationale Sainte Anne Marie).

Mr. BA has also been  a Member of the Investment Committee of the African Infrastructure Investment Fund III (AIIM) since 2019, which manages more than USD 3 billion in infrastructure assets across the continent.

A highly qualified professional whose expertise is an essential added value to support the financial sovereignty of the Facility, Mr. Ba will work to strengthen the Facility's strategic partnerships with its regional member countries. (PRM).
